Physical RestraintMSEC offers physical restraint training for interested schools and other groups. The Collaborative's goal is to provide accurate information on current regulations about physical restraint and to help schools meet requirements of 603 CMR 46.00: Physical Restraint effective 4/2/01.
MSEC provides both the overview training on physical restraint required by the Department of Education for all school staff, as well as in-depth training for staff who serve as a required school-wide resource. The MSEC trainer is certified in CPI, has trained over 2000 staff, and will provide the training on site to help schools meet the following requirements.
Regulation 603 CMR 46.03 states that schools must provide all program staff with an overview training within the first month of school (if possible) and, for employees hired after the school year begins, within a month of employment. The training must include: 1) the program's restraint policy; 2) interventions which may preclude the need for restraint, including de-escalation of problematic behaviors; 3) types of restraints and related safety considerations, including information regarding the increased risk of injury to a student when an extended restraint is used; 4) administering physical restraint in accordance with known medical or psychological limitations and/or behavioral intervention plans applicable to an individual student; and 5) identification of program staff who have received in-depth training in the use of physical restraint. MSEC provides such an overview.
For in-depth training, regulation 603 CMR 46.03(3) states that principals or directors, at the beginning of each school year, must identify staff that are authorized to serve as a school-wide resource to assist in ensuring proper administration of physical restraint. Such staff shall participate in in-depth training in the use of physical restraint. The DOE recommends that such training be at least 16 hours in length. MSEC provides a series of two-day workshops to certify staff to meet this regulation.
